Moving Your Belongings Tax-Free

To bring your furniture and personal goods to Portugal without paying 23% VAT, you need a "Certificado de Bagagem" (Baggage Certificate). You must request this at the Portuguese Consulate in your home country before you move.

You will need a detailed inventory list (Lista de Bens) of everything you are bringing. You must have owned these items for at least 6 months. Without this certificate, your container could be stuck in customs for months with heavy fees.
