Buying Land: Rustic vs. Urban

Be very careful when buying cheap land. "Terreno Rústico" is agricultural land where building is strictly prohibited or severely limited to small support structures. You cannot build a house there.

To build a home, you need "Terreno Urbano" or a plot with a pre-approved "Viabilidade de Construção". Many expats get stuck with useless land because they didn't check the PDM (Municipal Master Plan) at the City Hall.
